Melt butter and add the flour, salt, milk, water, half the parsley, and onion. Bring to the boil, reduce heat and simmer for one hour. Remove the onion and let the soup cool a little. Beat the egg yolks and cream and add to soup. Heat without boiling and fold in the remaining parsley before serving.
